我国R&D投入的区域差异与经济发展差异的比较研究

A Comparative Study of Regional Differences in R&D Investment and Economic Development Differences in China

对我国东、中、西和东北地区R&D投入的地区差异和经济发展差异进行实证分析,结果表明:我国R&D投入的地区总差异和地区间差异总体呈缩小趋势;我国经济发展的地区总差异、地区间差异和地区内差异从2003年起总体呈减小之势。东部地区R&D投入和经济发展的区内差异都较大;西部地区R&D投入的区内差异变化较平稳,经济发展的区内差异有所扩大;中部和东北地区R&D投入以及经济发展的区内差异都较小。为促进我国各地区R&D投入的稳定增长与经济发展之间的协调稳定,需要加快欠发达地区的财力支出结构调整;增强我国各地区(尤其是欠发达地区)的自主创新能力;及时制定有效的措施着力构建以企业为主体、市场为导向、产学研相结合的技术创新体系。

Through empirical analysis of the regional differences of R＆D investment and economic develop- ment differences in the east, middle, west and northeast regions of China, the results shows that the total area differences and regional differences in R＆D investments are narrowing in general; on the whole, the total regional differences and area differences of economic development in our country show a decreasing trend since 2003. The difference of eastern R＆D investment and regional economy development is larger, the area difference of western R＆D investment is stable, but the region difference of economic development is widened; the regional difference of economic development in the middle and northeast region is small. The research puts forward policy strategies to promote the steady growth between R＆D investment and coordinated economy development. In order to promote the steady growth between R＆D investment and coordinated economy development, we need to take effective measures to accelerate the structural adjustment of financial expenses in less developed regions, to balance government＇s financial expenses between developed regions and underdeveloped regions, to improve regions capability for independent innovation （especially for underdeveloped regions）, and to enhance coordinated capability for innovation. Moreover, we have to take effective measures to build technological innovation system that is enterprise-oriented and market-oriented which integrate production, education and research, perfecting knowledge innovation system, and creating good social environment for technology innovation.
