The paper analyzes a series of problems existing in bidding stage of rural highway construction, discusses the solutions, and points out that the bidding of rural highway construction should be more pub- lic and vitrifaction, the supervision and management system should be improved, in order to save manage- ment expenses and simplify the procedure with the premise of conforming to the principle of bidding law.
