摘要
房地产业定位单一、调控目标模糊、调控制度缺失以及政策治理模式是我国房地产市场宏观调控失灵的主要原因。未来的调控应在房地产业回归"市场—保障型"二元发展模式的基础上,合理配置调控权力,规范调控运行程序、强化调控责任追究、构建房地产信息披露制度和风险预警机制,用法治思维推进政策调控向法治调控路径的转变,实现房地产市场的健康稳定发展和"住有所居"的民生目标。
The single orientation of real estate industry, the fuzzy goal of macro-control, the lack of macro-control system and the policy governance model are the main reasons for the failure of macro-control on the real estate market of. On the basis of returning the development model of "market-security", the future macro-control of the real estate should rational assign mac- ro-control power, strictly regulate macro-control procedure, strengthen the system of macro-control responsibility, build the disclosure system of the real estate's information and the mechanism of risk early warning, we should shift path from the mac- ro-control of policy to the macro-control of law by the law thinking in order to realize the healthy and stable development of the real estate market and the housing target of the people.
