Luo Dunwei's Thought on General Mobilization of Economy during Wartime in the Period of Republic of China

罗敦伟是民国时期统制经济理论专家。他主张战争时期应采取统制经济的手段对工业、农业、劳动、交通、财政金融和外汇实施总动员,以保证军事上的需要和经济秩序的稳定。他的这一思想来源于一战、二战期间欧美国家及日本的统制经济实践,并成为抗战时期国民政府制定经济政策的重要依据,对抗战胜利作出了贡献。

Luo Dunwei was an expert of controlled economy in the period of Republic of china. He advocated that the state must apply the way of controlled economy to mobilize industry, agriculture, labor, transportation, finance and foreign ex- change to ensure the military needs and economic order during the period of war. This thought of his originated from the eco- nomic control practice of the states in Europe, America and Japan in World War One and World War Two. And his thought be- came the important basis for National Government to make the economy policy in the anti-Japanese period and contributed to the victory of anti Japanese war.
