论公立产业技术研究院与战略新兴产业发展

Public Industrial Technology Research Institutes and the Development of Strategic Emerging Industries

历史上,重大技术创新往往需要昂贵的仪器设备、多学科专家团队协作和持续的资金支持,能够整合这些资源的大多是专业技术研发机构。发展中国家企业创新实力弱,产学研结合的效率不高,迫切需要加强科技资源与产业部门的有效联系,公立性产业技术研究院具有不可替代的作用。本文从理论上分析了公立产业技术研究院的特点、功能和地位,比较了台湾工研院、德国弗朗霍夫应用技术研究协会等中外典型案例的特色,论述了它们在国家创新体系和战略新兴产业发展过程中的重要作用。对中国产业技术研究体系的特点和存在的问题进行了简要分析,并有针对性地提出了政策建议。

Historically,a major and fundamental innovation often requires many pieces of expensive equipment,some multi-disciplinary teams of experts and sustained financial support,the organizations which can integrate these resources are usually the applied technology research institutes. In most developing countries,the innovative competence of enterprises is usually weak,and the combination of industry-university is always inefficient. It is very important to strengthen the effective connection between the industries and the innovation infrastructure. The public industrial technology research institutes have been playing important roles in the catching up process of the later coming economies. This article analyzes the characteristics,especially the irreplaceability of the public industrial technology research institutes in the view of national innovation system,and makes the comparison of some typical institutes in different regions,such as ITRI in Taiwan,Fh. G in Germany. The features of the industrial technology research institutes in China are reviewed accordingly. In the end,the article puts forward some implications about the development of public industrial technology institutes which will help the growth of strategic emerging industries in China.
