人力资本积累是有效解决我国经济社会问题的立足点。我国人力资本积累的关键是以较低的成本积累数量更多、质量更高的人力资本,这涉及到教育、产业结构、收入分配等诸多经济、社会的重要方面。当前,国内外经济形势迫使我国人力资本积累和产业结构必须实现"跃升"。面对经济全球化和发达国家的知识经济,我们必须有效加强人力资本的积累。

Many problems must be solved in the economic globalization. A firm foothold of working out the problems is human capital accumulation. The key of human capital accumutation is building up more and high quality human capitals, which is involved with education, industrial structure, income distribution, etc. At moment, inter and outer economy situation forces human capital accumulation and industrial structure to jump intentionally and best effort. Faced with economic globalization and developed countries＇ knowledge economy, we are surrounded by much knowledge and technology resource, strengthening human capital accumulation is the key of facing up the age of knowledge economy.
