摘要
英国具有深厚的地方自治传统,被誉为"地方自治之家"。从早期郡区制、自治市制度、地方法庭制度和治安法官制度的形成,到英国地方自治主体逐渐规范和三级地方政府管理体制的日益完善,再经过撒切尔和布莱尔政府的地方政府改革,使英国的地方自治体制中蕴含着更多地方治理的内涵,并使当代英国中央与地方的关系面临新的挑战。
Britain has a deep tradition of local autonomy and known as ＂ the home of local self-government＂. From the early county district system, the municipality system, the local court system, the formation of the Justice of Peace system, to con- stant specifications of local home-rule bodies and gradual improvements of three levels Local Government Management System, and then through contemporary local government reforms of Thatcher and Blair, the local self-government system in the UK con- tains more connotations of local governance, and the relationship between central and local governments in contemporary Britain also faces new challenges.
