摘要
为科学合理地评价区域水资源管理现代化水平,采用综合指标评价法建立了多层次的可变模糊评价模型,利用模糊层次分析与一致性检验法确定指标权重,并以徐州市为例,对水资源管理现状进行了综合评价。结果表明,徐州市水资源管理水平处于初等现代化阶段,呈现与水利现代化水平相适应的特征,可见该模型可充分利用客观与主观分析的优点,具有较好的可信度和适应性。
For evaluating the water resources management modernization level, comprehensive index evaluation method is adopted to establish multi layer fuzzy variable model. At the same time, the fuzzy AHP and consistency test theory are applied to determine the index weight. Water resources management modernization level of Xuzhou city was evaluated with the model. The results show that the water resources management of Xuzhou City was in the primary stage of modernization; obviously adapting to its modernization level of the whole water conservancy. Therefore, the proposed model can taking full advantages of subjective analysis and objective analysis and it has reliability and adaptability.
