摘要
针对河流功能管理手段的不足,从河流功能管理过程出发,论述了管理的原则、目标、功能协调、管理策略以及面临的挑战,在此基础上提出了河流功能管理技术框架,为河流管理提供了新的思路和工具。
In order to solve the problem of management of river function, this paper discusses the principles of management, goal, coordination function, management strategies and challenges based on the process of river functional management, and puts forward technical framework of river functional management. So, it provides new idea and tool for river management.
