碳减排的产业特征与政策影响——以吉林省为例

Features and Policy Effects of Carbon Emission Reduction Industry—A Case Study of Jilin Province

本文首先运用Tapio脱钩模型对吉林省2006—2011年五大产业的产业增长与碳排放脱钩关系进行分析,然后引入脱钩偏离度概念对其中的四大产业与基准产业的脱钩状态进行了偏离分析。结果表明:吉林省五大产业的产业增长与碳排放的脱钩状态较为乐观,尤其以第一产业最为理想,各产业处于"脱钩四阶段"的后两个阶段;四大产业中与第一产业的脱钩偏离度大小依次为交通运输、仓储和邮政业,建筑业,工业,批发、零售、住宿和餐饮业,说明第三产业碳排放及绿色技术开发仍然较为滞后。

This paper analyzes the decoupling relationship between industrial growth and carbon emission by using Tapio decoupling model on five industries in Jilin Province from 2006 to 2011. Then the paper introduces the concept of decoupling deviation and makes decoupling state deviation analysis on four industries and the primary industry of Jilin Province. The results are as follows. Firstly, the decoupling state of five industries and their carbon emission are opti- mistic. And the primary industry is the most ideal one. The decoupling state of all industries is in the latter two stages of ＂four-stage decoupling. Secondly, the order of the scale of decoupling deviation with primary industry are as follows, namely, transportation, storage and postal industry, construction, industry, wholesale, retail, accommodation and catering. This shows that the carbon emission and green technology development of the third-tier industry still lags behind.
