北京人口调控举措的选择——来自国外特大型城市的经验借鉴

The choice for Beijing's population controlling ——References from the experiences of foreign megalopolis in big cities

人口变化与地区发展密切相关。近年来北京人口加速、过快集聚已成为其人口发展的主要趋势。本文着重对东京、伦敦、纽约的人口发展情况、结构变化规律、人口调控措施进行分析,并与北京目前的人口增长与地区发展情况进行对比,建议北京在把握人口变化规律的基础上通过建设"副中心"、制定城市规划、运用经济与产业调整等举措推动人口合理、适度化发展。

The population development in an area is closely related to the development of the region. In recent years, fast population expansion and too fast concentration has been the main trend of Beijing＇ s population development. This paper conducted an in-depth analysis of the population developing history , the government laws of structural change of population, and the population control polices in Tokyo, London and New York. On such basis, the paper recommended that Beijing should develop sub-centers, draw up its planning map and adopt an appropriate economic-industry development polices to achieve the rational and moderate population expansion in Beijing.
