Party-Dominated Consultation:The Interaction Model of PAP and Society in Singapore

新加坡人民行动党与社会的关系表现为政党优位协商模式。政党优位协商是指在政党与社会的沟通关系中政党处于优位的协商形式。这一关系模式的形成与新加坡独立性工会组织在早期斗争的瓦解、新加坡的发展主义导向以及人民行动党在应对民主和社会发展中的主动性以及善于运用制度手段等密切相关。同时,新加坡的这种政党优位协商模式也在面临新的压力和挑战。独立性的社会组织在不断成长并逐步与人民行动党展开博弈。政党优位协商模式的优点在于,政党的整合性可以与发展主义国家紧密地结合起来,并有效地推动现代化进程。同时,这一模式也存在其不足,即对社会的多元主义利益考虑相对欠缺,并可能对社会的表达形成一定的限制。

The relationship between PAP and society in Singapore shows as the model of party-dominated consultation in which party is in the dominant position in the communication relation between party and society. The formation of this model has close relation with several factors, such as the collapse of independent trade union in earlier stage, the developmental orientation, PAP＇s active role in responding to the democratic and social development and so on. Meanwhile, this model also faces new pressure and challenges. Independent social organizations have grown gradually and begun to play games with PAP. The advantage of this model is that, the integration of party can be combined with developmental state and effectively promote the process of modernization. Besides, this model also has some disadvantages which concern less about the pluralistic interest of society and may restrict on the expression of society to some extent.
