我国政治发展与行政发展具有内在统一性,当前政治发展主题已经转向"民生政治"的新阶段,必然要求行政发展积极跟进,建设"民生政府"具有逻辑必然性。建设"民生政府",核心是保障公民的社会权利,基本方向是筑牢民生底线,价值追求是纠正差异化,根本保障是科学的考核机制。这有利于巩固党执政的合法性基础,有利于统筹推进"五大建设",有利于人民主权原则的更好实现。
