新型农村社区建设过程中,地方政府采取制度和组织外部输入乡村的方式,实现农村社区居民对社区事务管理的参与式民主监督,这种社区民主监督基于社区居民民主参与和民主监督主体性地位的构建,在地方政府主导和舆论媒体的助推下,形成新型农村社区民主监督社会化的动力机制和结构支撑。新型农村社区民主监督的社会化、组织化和制度化体系的构建不单是基层民主治理的必然选择,同时也是社区居民在对社区共同体利益的认同前提下身份转变的必然结果。

Local government may introduce outside system and organization to rural areas during the process of constructing new-type rural communities. By this way residents will achieve the participative democratic supervision on the administration of rural community affairs. Residents＇ subject status of democratic participation and supervision is the foundation of community democratic supervision. Led by local government and promoted by public media, the community democratic supervision forms the dynamic mechanism and structural foundation of the socialization of democratic supervision in the new-type rural communities. The establishment of the socialization, systematization, institutionalization of democratic supervision in new rural communities is not only the inevitable choice on grass-root democratic governance but also the inevitable outcome of community residents＇ identity transformation on the prerequisite of the recognition of their common interest.
