农民市民化进程中社会公共服务体系的逻辑构建

Logic Construct in Public Service System during the Course of Peasantry-Urbanization

公共服务的基础目的是维持个人基本生活,而最终目的则是构建起个人的多元化社会生活体系。城镇化过程中农民与公共服务之间所呈现的逻辑关系,是一个具有两个层级的循环互动系统,这两个层级的循环互动系统的运作目标分别与公共服务的基础目的与最终目的相对应。该循环系统的良性互动最终会产生具有完整人格的市民;而不良的循环系统则会导致其无法实现公共服务的两个目的,难以促使农民融入城市,转化为市民,而只会致使农民成为处于人格缺失状态的失地农民。

The basic goal of Public Service is to maintain the fundamental life, and ultimately, to form individual＇s diversification of social life system. The logical relation between peasantry and Public Service during the course of urbanization is a two level circulatory and interactive system, whose operational objective corresponds to Public Service＇ s basic and ultimate objective sepa- rately. The benign interaction of this circulatory system will cultivate people with full personal integrity, while a defective one leads to the failure of the two objectives of Public Service, thus sabotaging the transmission of peasantry to citizen, which only causes peasantry to have deleted personal integrity as well as the loss of their land.
