摘要
对全球国家层面的开放存取政策制定基本情况进行了介绍,并对美国、英国、爱尔兰三国的国家开放存取政策进行了分析,归纳了国家开放存取政策制定的若干特点。分析和总结国外政策对我国制定开放存取政策的借鉴意义。
Development of national-level open access policies has received great attention from scholars, research funders and govern-ments. Focusing on the status quo of the development of national-level open access policies worldwide, this article summarized several characteristics of those polices through analyzing the national open access policies of three countries known as the U. S. , the U. K. , and Ireland. At last, their reference significance for China to develop its open access policy was explored.
