摘要 地质找矿重大突破影响和制约因素分析为地矿部门制定合理有效的激励政策和清除建立找矿激励机制的制度障碍提供科学依据。基于文献研究及调研结果,采用主成分分析法选出13个影响和制约地质找矿重大突破的重要因素,以模糊解释结构模型(FISM)方法论的思想,从人-环境-制度-管理系统分析的角度出发,通过对部分专家和湖北省地勘单位进行问卷调查获取数据,建立FISM,对各个因素之间的关系通过邻接矩阵、可达矩阵、缩减矩阵、骨干矩阵和多级递阶有向图的逐步分析,找出影响和制约地质找矿重大突破的表层因素、中层因素和深层因素,并明确不同层次中的因素及其关联影响。根据影响因素分析的结论为相关部门提供一些意见和政策建议。 Analysis of influencing and constraining factors in major breakthrough of geological prospecting provides scientific references for geological and mining departments to develop reasonable and effective incentive policies and to eliminate barriers to establishing prospecting incentive mechanism.Based on the results of investigation and researches,using the analytic method of principal component,this paper seiects thirteen important influencing and constraining factors,and from the perspective of human environment-policy-management system analysis,the paper obtains the data by conducting questionnaires among some experts and the geological prospecting units in Hubei Province to build FISM,analyzes the relation between various factors by means of adjacency matrix,accessible matrix,reduced matrix,backbone matrix and multi-level hierarchical direct graph,and find out the surface factors,middle factors and underlying factors influencing the breakthrough of geological prospecting as well as their relevant impact.Based on the conclusions derived from the analysis of these influencing factors,the paper presents some comments and suggestions to the relevant departments.
