摘要
文章在深入分析中国耕地困状的基础上,积极探索"耕者有其田"的保障机制,从宏观层面提出了"国土分属管理及国家土地基金"构想,从微观层面提出了"优化农村土地管理结构"的思路,以及"耕者有其田"市场运行体制。对解决"三农"问题、促进可持续发展有参考价值。
Through in-depth analysis of the difficult situation of China ＇s farmland,this paper explores the security mechanism of＂land to the tiller＂actively,proposes the ideas of＂land respective-belonging management and national land fund ＂ from the macro level,and proposes the thought of＂optimize the structure of rural land management＂and the market operation system of ＂land to the tiller＂from the micro level,which is valuable reference for solving the＂three rural＂ issues and for promoting sustainable development.
