21世纪以来我国老年人体育事业发展规划体系研究

Research on the Plan System of the Aged People's Physical Activity in China in the 21^(st) Century

老年人体育事业属于社会福利事业,老年人体育事业发展离不开各级各类规划的支持。我国老年人体育事业发展规划体系是一个涉及各级各类规划的系统,国民经济和社会发展规划(计划)、老龄事业发展规划(计划)和体育事业发展规划、以及政府工作报告分别构成了我国老年人体育事业发展的宏观、中观和微观规划系统。要积极应对人口老龄化,国民经济和社会发展规划需从关注老年人民生的高度来对我国老年人体育事业发展作出总体部署;老龄事业发展规划和体育事业发展规划应以我国老年工作目标为导向,在对我国老年人体育事业发展进行具体部署的过程中加强协同配合;政府工作报告需要构建一个在全国老龄工作委员会综合管理下,由体育部门与民政等相关部门的联动合作的老年人体育工作机制。

The aged people＇s physical Exercise belongs to social welfare. Its development needs the support of the plans of the different kinds and levels. The plan system of the aged people＇s physical exercise relates to the National Economy and Social Development Plan, the Development Program Ibr the Aged, the Sports Development Program and the Government Work Report, which form the macro plan system, rues plan system and micro plan system for the old people＇s physical fitness. In order to cope with the aging population positively, the Nalional Economy and Social Development Plan should make an overall arrangement for the aged people＇s physical activity from the aspect of paying attention to old people＇s livelihood, the Development Program tbr the Aged and the Sports Development Program should be guided by the work target for the aged and strengthen cooperation in the course of making detailed arrangement for the development of old people＇s physical fitness. Thc Government Work Report should lay emphasis on establishing a sports mechanism lbr the aged, which is co-operated by the sports department and civil affairs department and is under the adrninistration of the National Commission on Aging.
