摘要
文章运用数据包络分析法、模糊综合评判法和层次分析法对北京市2001—2011年11年以来高技术产业的技术创新效率进行了评价,探讨了北京市高技术产业在技术创新过程中存在的问题,并给出建议。研究结果表明:北京市高技术产业技术创新效率整体呈上升趋势,但结果并不是很理想,阻碍技术创新效率的主要因素是原始创新不足、科技投入结构不舍理、经费使用率低等。因此,提高北京高技术产业创新效率不仅需要制度创新,使科技人员的积极性充分得到发挥,更需要优化科技经费的投入结构,提高科技经费的使用率,提升专利的授权数量。
This paper uses data envelopment analysis, fuzzy comprehensive evaluation method and analytic hierarchy process (AHP) to evaluate the efficiency of technological innovation of the high -tech industry in Beijing from 2001 to 2011. Problems of Beijing's high -tech industry in the technological innovation process are found out, and some suggestions are proposed. The results show that the technological innovation efficiency of the high - tech industry in Beijing tends to be increasing in general, but the result is not very satisfactory. The main factors hinder the efficiency of technological innovation is the lack of original innovation, the irrational science and technology investment structure, and the low utilization of funds and so on. Therefore, to improve the innova- tion efficiency of Beijing's high -tech industry, institutional innovation is required to fully promote the enthusiasm of scientific and technical personnel. What's more, we should optimize the invest- ment structure of scientific funds, improve the utilization rate of the funds, and increase the num- ber of authorized patents.
