药品集中采购制度下药价虚高的成因与制约

The Cause and Restriction of Virtual High Drug Price under Centralized Purchasing System

目的:解决药品集中采购制度下药价虚高的现象。方法:从资源垄断的视角分析了药价虚高的成因。结果:发现医生对药品使用权的垄断是药价虚高的重要原因;政府对医疗服务定价权和药品集中采购权的垄断是根本原因。结论:在打击商业贿赂的同时,政府应放开医疗服务的定价权、约束医生药品的使用权、赋予医疗保险机构药品集中采购权。

Objective： In order to solve the virtual high drug price in centralized drug purchasing system. Methods： The forming reasons of virtual high drug price were analyzed from the perspective of resource monopoly. Results： It is found that doctors monopolized the drug use was the important reason of virtual high drug price, government monopolized doctor service pricing and drug centralized purchasing were basic reasons. Conclusion： While fighting against commercial bribery, the government should release the doctors＇ authority of service pricing, restrict doctors＇ authority of drug use, endow the health care institutions＇ right of drug centralized purchasing.
