资源环境约束下福建省沿海城市基本生态控制线划定研究

Study on the Urban Basic Ecological Control Line of Coastal Cities in Fujian Province under the Restriction of Resources and Environment

海洋经济时代下,福建省沿海城市在大规模拉开城市骨架的同时,存在着土地资源紧缺、生态敏感性用地遭受侵蚀、海洋安全面临威胁等一系列潜在隐患。文章通过引入"城市基本生态控制线"概念,在研究国内外生态控制线划定相关经验教训基础上,从编制规划、制定管理规定、完善配套政策、注重部门合作和公众参与等方面,对福建省沿海城市下一步的空间战略性跨越提出相关建议。

On the time of Marine Economy,the coastal cities in Fujian Province start to expand their spatial frame to a large scale. At the same time,a range of potential hazards,such as shortage of land,erosion on eco- sensitive land,threat to maritime security,has been coming to the surface. This article introduces the concept of Urban Basic Ecological Control Line and gives suggestions of spatial strategy for coastal cities in Fujian Province,based on the domestic and abroad experience of ecological line implementation. These suggestions cover the area of planning,regulations,supporting policies,sector cooperation and public participation.
