近几年来，我国出现了低收入阶层中相当一部分人实际收入下降的情况，而且 人们关于贫富差距的社会心态也发生了很大变化，这已经影响到人们对社会公正的信念。要 调整人们关于贫富差距的社会心态，就必须从调整收入分配的政策和制度入手，对收入的初始 分配继续坚持主要由市场调节，对收入的再分配要强化政府调节。而初始分配和再分配都要 依靠法律和制度建立良好的秩序。

The author observes that in recent years there has been a decline of actual income among a considerable number of people in low-income groups, and that social psychology concerning the gap between the rich and the poor has undergone great chances. This, the author continues, has already affected people's faith in social justice. In order to redress social psychology concerning the gap between the rich and the poor, the author points out, we must adjust the system and policies of income distribution in the first place. We may stick to the policy of using the lever of the market to fulfill the primary distribution process, while reinforce the power of the government to interfere with the re-distribution process. Both processes should resort to the legal system so that justified social order can be maintained.
