免关税政策对中非贸易的影响分析及启示——基于免关税农产品的面板数据分析

Impacts of Tariff-free Policy on China-Africa Trade and its Implications: An Analysis Based on the Panel Data of Agricultural Goods

文章以农产品为例分析了免关税政策对中非贸易增长的效果。研究发现,免关税政策只对非洲最不发达国家对中国出口的少数商品出口额的增长具有明显的促进作用。这些商品主要是非洲国家具有比较优势且对中国出口量已具有规模的初级农产品,而对于出口量不大的商品的贸易促进作用有限。免关税政策对于增加非洲最不发达国家对中国的出口起到了积极的作用,不过对出口额很小的国家影响有限,中非国家间贸易的不平衡问题依然存在。

China has implemented the tariff-free policy to 25 African countries since 2005. The paper makes an analysis of the effect of the policy on agricultural products. It finds that the tariff-free policy merely has the positive effect on the increase of limited sorts of products exported from the least-developed African countries to China. These products are the primary agricultural products which represent the African countries＇ comparative advantages and have been already exported in a large scale to China before. Although the tariff-free policy has a positive impact on the export from African least-developed countries to China, the issue of trade imbalance between China and African countries still exists.
