森林旅游区生态文明建设理论框架与实现途径研究

Study on Theoretical Framework and Implementation of Construction of Ecological Civilization in Forest Tourist Areas

通过对现有相关理论的梳理,采用规范研究方法,分析森林旅游区生态文明的内涵以及与相关概念的内在联系,认为生态旅游是森林旅游区生态文明的主要内容和载体;低碳旅游是森林旅游区生态文明建设的主要途径;旅游可持续发展是森林旅游区生态文明建设的目的。构建以生态文明核心要素和识别要素,建设的动力、基础和保障为要素的森林旅游区生态文明建设理论框架;根据森林旅游区生态系统的特点和生态文明理念和要求提出生态文明五个识别要素;并从利益协调、技术支持和约束机制三方面探讨森林旅游区生态文明的实现途径,创新性构建森林旅游区生态文明综合考核指标,以期为建立森林旅游区人与自然和谐关系提供新的思路。

Through neatening existing relevant theories, the paper analyzes the connotation of ecologi- cal civilization in forest tourist areas and the internal connection with related concepts by use of norma- tive research method, ecological tourism is the main content and the carder of ecological civilization in forest tourist areas; low carbon tourism is the main way to the construction of ecological civilization; tourism sustainable development is the goal of ecological civilization construction. Based on the re- quirements of ecological civilization and the ecosystem characteristics of scenic resorts, this paper builds the framework of construction of ecological civilization including core element and recognition el- ements, driving forces, basis and assurance, put forward to the five recognition elements of the eco- logical civilization, and discusses the path to realize ecological civilization in forest tourist area from three perspectives： interests-coordinating mechanism, technical support and restraint mechanism, and establishes comprehensive assessment index system so as to provide a new approach to the harmo- nious relationships between human and nature.
