Brief Analysis of the Connotation of Scientifically Law-making and the Approaches to the Realization of Legislation

科学立法是贯彻落实科学发展观的必然要求,是全面推进依法治国基本方略的前提。实现科学立法,必须创建并完善科学的立法程序,全面推行民主立法、开门立法;坚持以人为本,正确处理好权力与权利的关系;加快部门法典的编纂和对现有法律文件的"废、改、立";强化综合性专业化的立法队伍建设。

Abstract：The scientifically law--making is considered as the necessary requirement to the implementation of scientific development outlook and the prerequisite to the comprehensively implementation of the strategy of ruling the country by law. And it is hence necessary for the realization of the scientifically law-making firstly to establish and improve the scientif- ic legislative procedures in the aim of the promotion to the democratic legislation and open legislation, secondly to deal well with the relationship between the power and the rights under the guidance of the principle people foremost, thirdly to pro- mote the department code compilation as well as the abolition, revision and establishment of the existing legal documents, and fourthly to enhance the comprehensive and professional team construction of legislation.
