Analysis on Housing Policy System for Low-income People in China

文章全面分析了我国低收入者住房政策的两大组成部分经济适用住房和廉租住房的提出及其实施状况,分析了它们存在的问题和不足,指出要通过取消经济适用住房、强化廉租住房的保障能力,加大地方政府在保障性住房领域的直接责任、全面施行城镇土地拍卖并以土地收入转化为住房保障基金、继续坚定地推进住房制度改革等一系列政策建言。

Based on the analysis on the approval and implementation of two parts of housing policy system for low-income people in China, which is economically affordable housing and low-rent housing, this article appraised the problems and shortcomings of current policy system, and put forward that to establish a more suitable housing policy system for low-in- come people, the economically affordable housing should be cancelled, the low-rent housing should be emphasized, the land- income should be transformed into build- ing the housing foundation for low-in- come people and the housing system should be reformed.
