Urban Management Strategies in the Process of Inner City Gentrification

本文分析了全球化背景下历史城市旧城绅士化现象及其背后的社会经济成因。文章通过对西方绅士化现象起因的理论综述,探讨绅士化现象为旧城更新带来的机遇与挑战,提出了作为旧城保护与更新策略的适度绅士化概念,并以北京旧城作为实例进一步阐述了旧城更新过程中的社会公正原则和面向社会目标的引导型城市管理手段。

This paper analyzed the socio- economic forces behind the recent com- mon phenomena of inner city gentrifica- tion in historical cities, under the influ- ence of globalization. Theoretical analy- sis was made on explanations of gentrifi- cation processes in western countries, in- cluding the opportunities and challenges brought to inner city regeneration. Based on the case of Beijing inner city area, the concept of feasible gentrification was pro- posed as the strategy for inner city pre- servation and regeneration, integrated with the principle of social justice and ur- ban management strategies, such as pub- lic intervention and public-private-part- nership, in combination with Chinese regulatory detailed planning.
