The problem management and benchmarking management are both easy to under- stand, convenient to operate, advanced and mature, and have widespread adaptability and perti- nence for the coal industry. Through integration and reengineering of the management processes of each other, the working route of ＂to discover problem to seek benchmark, to research problem to confirm objective, to solve problem to reach goal＂ is established, which can play the role of ＂ 1 plus 1 is greater than 2＂ to drive the safety management to realize spiral sustained steady rise.
