In this paper, the essential causes of the superficial phenomena of sub-steady state such as over-saturated steam, over-heat liquid, over-cold liquid and over-saturated liquor when forming new state are explained first time by means of chemical potential diagram. It is in favor of understanding the basic thermodynamic principle of superficial phenomena of sub-steady state.
