摘要
针对高等职业学校内部管理存在机构设置臃肿、行政部门集权、领导权力过大等问题,构建了由政行企校决策体系、以教学为中心的行政执行体系、"委员会制"监控体系、"院长+教授"指导体系、目标绩效管理考核体系和"多方互补"的反馈体系组成的二级管理模式,指出在改革和创新中要制定好配套的制度和文件、分配好专兼人员的比例、处理好管理与服务的关系、解决好公共课教师资源调配等实际问题。
In view of the problem of organization setup overstaffed ,administrative department of centralized and the leading power in the higher vocational school, they build the secondary management mode which was com- posed by government industry enterprise school decision-making system, centering on the teaching system of administrative execution, "the committee" monitoring system, " dean + professor " guidance system, goal assess- ment of performance management system and "complementary" feedback system . They point out they should develop good supporting system ,control the proportion of the full time staff and the part-time staff, handle the relationship between the management and service, solve practical problems of the common class teacher re- sources allocation in the reform and innovation.
