摘要 以广州市为例,在分析和论述灾害天气影响下的春运应急管理体系、应急机制和工作流程的基础上,提出一种基于GIS的灾害天气影响下的春运应急管理信息系统。重点研究和探讨系统设计中的总体需求、体系结构和信息流程设计,并详细阐述系统的六大核心功能,包括应急指挥、辅助决策、应急预警、气象监测、信息查询与发布和预案管理等。结果表明,相对于传统手段,文中的研究成果有利于辅助决策者制定正确的应急决策和提升应急人员对突发性事件的快速响应与应变能力。 By taking the case of Guangzhou, provided a GIS-based spring move emergency management information under the influence of catastrophic weather, based on the analysis and presentation of the spring move emergency management system, emergency mechanism and workflow. Focused on the study and discussion of the overall needs, system structure and information flow design in the information system designing process. Furthermore, presented the six key functions of the system in detail, including emergency control, aid decision making, emergency warming, meteorology monitoring, information query and release, and plan management. The result shows that the system can aid related decision makers to make fight emergency decisions, and improve the emergency personnel' s abilities to respond and deal with the emergency events.
