基于Cobb-Douglas函数的最优社会保障支出测度研究

Research on Measurement of Proper Scale of Social Security Expenditure Based on Cobb-Douglas Function

社会保障制度能否真正长期有效发挥"安全网"和"稳定器"的作用主要依赖于适度的社会保障水平。为了测算出辽宁省社会保障支出的适度水平,文章选择1998年至2011年期间的数据,在柯布-道格拉斯生产函数的基础上运用计量经济模型推导出辽宁省社会保障支出占财政总支出的最优规模为20.747 7%,并将实际社会保障支出水平与最优社会保障支出水平进行对比,得出辽宁省社会保障支出的整体特点并对其进行了原因分析,最后针对目前辽宁省社会保障的实际情况提出政策建议。

The social security system can really play an effective long-term ＂safety net＂ and ＂stabilizer＂ ,the role is mainly dependent on the proper level of social security. In order to measure the proper level of social security expenditure of Liaoning province, measure the optimal size of social security expenditure in total fiscal expenditure from 1998 to 2011 is 20.747 7% ,that based on Cobb-Douglas pro- duction function. Meanwhile,it concludes the whole characters of the social security expenditure of Liaoning province by means of a com- parison of the practical social security expenditure and the optimal social security expenditure. Finally put forward the policy recommenda- tions on the practical condition of social security expenditure of Liaoning.
