摘要
根据山东省水资源现状、受害成灾面积、黄河来水变化及全省工农业发展的目标 ,按目前供水量 ,一般情况下 ,2 0 0 0年缺水 1 2 0亿 m3,2 0 1 0年缺水 2 35亿 m3.充分分析了全省水资源供需矛盾的长期性和发展农业高效用水的紧迫性 .在分析全省自 1 970年以来农业节水措施的基础上 ,进一步认识到农业节水在缓解全省水资源紧缺矛盾中所起的重要作用 .同时 ,为了农业节水的进一步发展 ,提出了存在的工程标准较低、运行管理不健全等问题 .围绕可持续发展 。
Based on present state of water resources, the disaster area of drought, variation of coming water from Huanghe River and development objective of industry and agriculture for the whole province, according to the present water supply, the province in the year of 2000 will have a water shortage of 12 Gm 3, and the 2010 will have a water shortage of 23.5 Gm 3. This paper fully analyses the state of long period of contradiction of the whole provincial water resources supply and demand as well as the emergency on developing high efficiency agriculture water use. On the base of analysis on developed water saving irrigation area in agriculture, and the measures for whole province since 70's; the paper further recognizes that the important role of agriculture water saving will play to relax the contradiction of water shortage in the province. At the same time, the paper put forward some problems such as low standard on engineering projects, improper operation and management, etc.in order to promote the development of water saving agriculture. Around the sustainable development, the paper also further put forward different ways on water saving in different types of regions and the counter measures to realize high water use effieciency in agriculture.
