The Influence of Triple Play to the Utilization of Copyright Resource and Copyright Protection

"三网融合"为图书馆快捷大量获取、传播、开发利用版权资源创造了更加优越的技术环境,但同时也使图书馆面对的版权法律关系变得更加复杂,并对图书馆的版权授权活动、合理使用权利等构成新的挑战。对此,本文提出应采取立法建议、认真解决授权难题、加强图书馆内部版权管理、对图书馆版权保护开展常态化的行政监管等对策措施。

The ＂triple play＂ provides better technology environment for getting, spreading, developing and using copyright resources of library. But at the same time, the relationships between copyright become more complex, and the library copyright licensing activities, fair use rights face new chal- lenges. This paper puts forward that the library should propose legislative proposals, seriously address the authorization problem, strengthen library in- ternal copyright management, carry out normalization administrative supervision of library copyright protection.
