知识产权服务业培育视角下的知识产权服务体系发展研究

On Development of Intellectual Property Service Systems from the Perspective of the Cultivation of Intellectual Property Services

完善知识产权服务体系是当前经济社会发展的现实需求。我国知识产权服务存在着法律政策体系不健全,公共服务与市场化服务的发展不够协调等问题。完善知识产权服务体系的关键在于发展知识产权服务业,应当借鉴发达国家知识产权服务体系建设的经验,从健全知识产权服务的法律政策体系、建立公共服务和市场化服务协调发展的知识产权服务体系、充分发挥知识产权服务行业协会(联盟)的作用等方面提出了完善知识产权服务体系的建议。

To meet economical and social requests, we should make intellectual property service systems perfect at present in China. The law and policy of intellectual property service systems is defect, and the development of public welfare and marketization is inharmonious. The key to make intellectual property service systems perfect is to develop intellectual prop- erty services. We should draw experience from intellectual property service systems of Japan, Korea and America. Some strategies of intellectual property services development are presented, such as the perfection of intellectual property service law and policy systems, coordinated development of intellectual property services of public welfare and marketization, and the function of intellectual property industrial association （coalition）.
