摘要
城市公交与民众生活和经济社会发展密不可分。城市公交系统作为一个开放性的动态复杂系统,其系统脆弱性特征明显。如何及时有效应对公交突发事件,推进城市公交公共安全治理科学化和现代化,成为亟需解决的重大现实问题。本文分析了基于系统脆弱性的城市公交相关风险因素,对公交个人极端暴力事件———成都"6·5"公交车纵火事件的应急处置进行剖析,提出了风险社会视阈下基于系统脆弱性分析的构建城市公交公共安全长效机制,加强公交应急管理对策建议框架。
Public transportation is an important part of our daily life and economic development. As an opening and moving system, bus transit has its obvious vulnerability. China has entered into the risky period of both social and economic transi- tion, during which all kinds of problems collectively appear. Hence the city's public transportation emergencies become more and more complex, more and more frequent occurrence. To do prompt and correct response to the urban public trans- port emergency becomes an urgent issue. This paper analyzes the related factors of public transportation emergencies, and takes a detailed study on Chengdu "6 · 5" accident, especially focuses on the emergency disposal. The paper concludes by oroposing several suggestions to a risky society along its urbanization process and orior develoDment of oublic transnortation.
