摘要
本文以Basic City的实践为例,聚焦荷兰新一代规划事务所对城市发展的思考。在一个普遍技术官僚主义至上的时代,Basic City的宗旨是在政府规划、开发商主导的建设模式与另类的行动主义的空间处理方式之间取得平衡。他们指出宏观的城市规划蓝图时代已经过去,并尝试一种技巧式的规划策略,着眼于独立又相关的公共和绿化空间、交通和慢行系统、城市结构、密度分布、实施步骤等系统之间的关系。
Based on the works by Basic City, the article focuses on the reflections on future urban development from the perspective of new generation Dutch urban planners. In the technocratic times, Basic City tries to balance between the long-term governmental spatial policies, market driven development models and the alternative activist approach in their design. They propose that, instead aiming at defining the final result as blueprint plans simply, architects and urban planners should choose to focus on tactical urban plans that define development strategies for a number of carefully selected, site related and relatively independent spatial development frameworks and aspects: public and green space networks, vehicle, pedestrian and slow traffics systems, urban grain, density distribution, implementation procedure, etc.
