Study of the Ecological Civilization Promotion Act

为推进我国生态文明建设和法治建设,基于我国经济社会发展的迫切需求和环境资源法的不足,国家应当为生态文明立法。生态文明立法应当是宏观指导法、政策框架法、引导促进法和补白创新法。生态文明立法应以"生态文明促进法"命名。生态文明促进法的基本原则包括融入原则、生态善治原则、节约优先、保护优先和自然恢复原则。生态文明促进法的重点制度包括绿色GDP制度、生态补偿制度、低碳发展促进制度、污染集中治理制度。

To advance Chinese ecological civilization and the rule of law, based on the urgent needs of Chinese economic and social development and the lack of environmental resource law, the ecological civilization legislation should be formulated. Ecological civilization legislation should be guiding, policy framing, facilitative and innovative. The ecological civilization legislation should be named on ＂Ecological Civilization Promotion Act＂. The basic principles of Ecological Civilization Promotion Act include integration principle, good governance principle, conservation and restoration principle. Focus systems of ecological civilization Promotion Act includes green GDP, ecological compensation, low-carbon development promotion, centralized pollution treatment.
