摘要
滩涂资源开发是缓解我国人口增长和耕地减少双重压力的有效途径,但不适当的滩涂开发也导致了相应的生态负效应,进而影响经济社会发展。运用风险因素分解法原理及层次分析法,结合滩涂资源开发项目自身的特性,对滩涂开发项目实施中可能存在的风险因素进行诊断识别,最后根据风险评估结果提出了滩涂资源开发项目风险管控对策。
The exploration of tidal flat resources is an effective ways to alleviate population growth and arable land in our country. But unreasonable exploration of tidal flat has also led to the corresponding ecological negative effects, which in turn affect the economic and social development. This paper uses the principle of risk factor decomposition method and AHP, combining the characteristics of the tidal flat resources development project, so as to identify and diagnose the possible risk factors during the implementation of tidal flat development project, and finally puts forward the risk control countermeasures of tidal flat resources development project according to the result of risk assessment.
