摘要
淮河流域是我国的重要水系,面临着严重的水质恶化问题。考虑到淮河流域的水污染物的排污权的初始分配受到环境、社会、经济及技术等多方面因素的影响,并且因素之间相互联系、相互影响。因此,以排污权交易理论为基础,基于网络分析法与熵权法得出综合权重,兼顾效率和公平,确定淮河流域排污权初始分配方案,以期达到减少排污量、优化水质、保护水环境的目标。结论表明,该方法具有合理性和可行性。
Huaihe river Basin is one of the most important river systems in China, while serious water pollution aggravates the problem of water quality. The initial emission rights of water pollutant in Huaihe River Basin are influenced by environment factor, social condition, the development of economy, technology and other factors. And these influence factors are interacted and related. In this paper, we establish the allocation model of the initial emission rights based on the theory of permits trading. Through the analytic network process and entropy method to get the synthesis weights, we take efficiency and fair into account and determine the allocation solution of initial emission rights in order to reduce pollution and protect the environment. The conclusion shows the method is reasonable and feasible.
