宁夏中部干旱带农业水权转让面临的困境与对策分析

Transfer of water right in dry areas of central Ningxia: challenge and opportunity

针对宁夏中部干旱带水资源严重匮乏、农业用水占据绝对优势且主要依靠扬黄水的特点,论述了宁夏中部干旱带开展农业水权转让的必要性和紧迫性,深入剖析了开展农业水权转让面临的困境,并提出了创新水权分配机制,建立利益驱动的农业节水动力机制,充分利用互联网等技术创新交易机制,加快培育和完善水权市场等相关对策建议,以促进扬黄水的可持续利用,加强水资源对当地经济社会发展的保障。

Discussions are made on the necessity and urgency of transfer of water right in dry areas of central Ningxia for alleviating severe shortage, considering the feature of water use pattern in the area, i.e. a large portion of water is used for irrigation that are mainly lifted water from the Yellow River. In order to meet this challenge and promote sustainable economic and social development by sustainable use of water, policy measures are proposed, such as creating an innovative water allocation system, setting up an interest motivated system for water conservation, and cultivating water trading system by taking the advantage of internet for the perfection of water right and market.
