政府行为对战略性新兴产业技术创新联盟的激励效应研究

Research on incentive effect of government behavior on strategic emerging industry technology innovation alliance

通过构建政府补贴模型,从产业政策和政府财政补贴2个方面,分析政府行为在战略性新兴产业技术创新联盟构建阶段和发展阶段的激励效应。研究发现:政府财政补贴对战略性新兴产业技术创新联盟的激励并不总是有效的。在战略性新兴产业技术创新联盟构建阶段,政府采取适当的财政补贴可以更好地起到"诱导"作用;在战略性新兴产业技术创新联盟发展阶段,完善的产业政策可以代替政府财政补贴起到激励效应。

From industrial policies and the government finance subsidies, this paper analyzes the incentive effect of government behavior on strategic emerging industry technology innovation alliance by establishing the government subsidy model. It can be found that it is not always effective for inspiring strategic emerging industry technology in- novation alliance by government finance subsidies. Appropriate finance subsidies can produce inductive effect in the stage of establishing strategic emerging industry technology innovation alliance. Whereas, complete industrial poli- cies can produce the incentive effect instead of the government finance subsidies.
