Study on Fiscal Investment System Innovation in Science and Technology in Hunan Province based on “Four-changed and Two-oriented Society”

财政科技投入是科技创新的基本保证。从湖南的实际情况看,财政科技投入规模存在相对量不足、投入结构不合理等问题。为了提高湖南的自主创新能力,需要建立财政科技投入稳定增长机制。在"四化两型"背景下,通过分析湖南财政科技投入规模和投入结构的发展现状,提出加大湖南财政科技投入规模,调节财政科技投入结构等政策建议。

The fiscal investment in science and technology is the basic guarantee of scientific and technological innovations. The scale of fiscal investment in science and technology is relatively insufficient and the investment structure is also unrea- sonable in view of Hunan actual situation. So it must establish steady increase mechanisms of fiscal investment in sci- ence and technology in order to improve the capability of Hunan independent innovations. Meanwhile, it needs to in- crease scientific and technological input scale and to adjust scientific and technological input structure based on analy- zing present development situation in Hunan scientific and technological input scale and the structure.
