技术创新及制度因素对湖南经济增长的影响研究

Research on Impact of Technological Innovation and Institutional Factors on Economic Growth in Hunan Province

通过对湖南14个市州2002-2011年的经济数据进行分析,选取科技活动经费内部支出占GDP比重衡量技术创新水平,选取财政收入占GDP比重衡量制度因素,研究其对经济增长的影响后发现,技术创新和制度对经济增长均具有显著的正向影响。对各地市州进行个体分析后发现,财政收入占比和科技投入占比对人均GDP的影响方向有正有负。为促进湖南经济增长,应增加技术创新投入,适当提高财政收入占比;同时应因地制宜,针对各市州的具体情况,制定不同的经济政策。

Selecting the proportion of technology activities intramural expenditure to GDP to measure the level of technological inno- vation and fiscal revenue to GDP to measure institutional factors, this paper has analyzed 2002 -2011 economic data of 14 areas in Hunan to study the relation of technological innovation and institutional factors with economic growth, and the result shows that both technological innovation and institutional factors have significant positive impact on economic growth. And then, this paper has carried out an individual analysis on every city, and the result shows that there are dif- ferent impact of fiscal revenue and technology input on GDP per capita. To promote economic growth in Hunan, we should increase the technological innovation input, and an appropriate increase in the proportion of fiscal revenue, and make different economic policies in different areas adapted to local conditions.
