我国战略性矿产资源评价指标选择:基于美国、欧盟等关键矿产名录的思考

战略性矿产关系一个区域的经济稳定和国土安全,是一个主权国家必须重视的问题。本文分析了2010年欧洲发布的14种关键性矿产,美国2012年发布的10种影响新能源技术领域发展的关键矿产,认为发达国家选择关键性或短缺矿产的原则对我国战略性矿产的确定有借鉴意义。为此,本文从经济安全性、国防安全性2个方面,包括支撑状态安全指数等4个一级指标和国民经济发展需求度等11个二级指标的评价指标体系。

Strategic minerals affect a region＇s economic stability and homeland security , so the sovereign state must attach much importance it. This paper analyzes 14 kinds of key minerals released by European in 2010 and 10 kinds of key minerals to affect the new energy technology development released by America in 2012. It considers the developed countries which adhere to principles of choosing the key or shortage minerals have a certain reference to our strategic mineral resources. Therefore, this article establishes the evaluation index system from the economic security and the national defense security two aspects, including 4 first-level indexes such as supporting state safety index and 11 secondary-level indexes such as national economic development demand, etc.
