江苏省光伏产业提升中的政府角色演化研究——基于产业集群生命周期视角

The Role Evolution Path of the Government of Photovoltaic Industry in Jiangsu Province ——Based on Industrial Cluster Lifecycle

本文在对国内外相关理论研究进行梳理的基础上构建了产业集群竞争力分析模型,并结合产业集群生命周期理论给出了政府角色的演化路径。根据系统复杂性和政府绩效考核机制理论,从系统内部自适应和外部环境约束两个维度阐述了政府角色演化的实现机制。最后分析江苏省光伏产业集群发展历程中政府的角色演化,并提出了相应的对策建议。

Firstly, this paper constructed the model of the industrial clusters＇ competitiveness after carding the relevant theory research. And the role evolution path of the government was stated based on the industrial cluster lifecycle. Then, we showed the realization mechanism of the government role evolution from the two dimensions of the system internal adaptive and external environment constraints. Finally, taking the photovoltaic industry cluster in Jiangsu as an example, this paper analyzed the role evolution of the government during the photovoltaic development. And the corresponding countermeasures were put forward.
