摘要
公共租赁住房是我国保障房的发展方向,建设规模大、任务重,引入具有丰富住宅开发经验的房地产开发企业是缓解政府财政压力和提高公共租赁住房供应效率的有效途径。本文在对房地产开发企业及其智囊机构——房地产咨询公司——问卷调查的基础上,利用众数提炼房地产开发企业参建公共租赁住房的直接盈利诉求,应用重要性指数探究相应的主要间接利益驱动和阻碍因素,并提出鼓励房地产开发企业参建公共租赁住房的政策建议。研究结果表明,房地产开发企业参建公共租赁住房的直接和间接利益驱动因素多元,阻碍因素主要是资金回收期太长、收益率有可能比预期的回报率低、缺乏公共租赁住房成熟的盈利模式。
Public rental housing estates are the tendency of affordable housing development in China.Given the bigness and complexity of the scheme,the experienced real estate developers is a good option to ensure the supply and ease the financial pressure of governments.Backed by the questionnaires filled in by real estate developers and their consulting companies,this paper uses the mode method to extract the potential immediate interests which will drive real estate developers to invest in the public rentalhousing.Next it uses the Index of Importance to explore their indirect potential interests and obstacles in it.It finally makes suggestions for policy-makers on how to give an incentive to the real estate developers in this regard.The results show that there are multiple immediate and indirect potential interests and that the obstacles include a longer investment payback period,lower-than-expected yields and a lack of mature profit pattern.
