The paper introduced the idea to set up and implement ＂Xinjiang Base Breakthrough＂ strategy by Yili Energy Development Company Limited, Xinwen Coal Mining Group and the main achievements obtained in 2013. The paper investigated and analyzed the construction progress conditions of the key projects in the present mining area and provided four comments.
