上海市郊野单元规划实践——以松江区新浜镇郊野单元规划为例

Shanghai Countryside Unit Planning Practice:A Case Study of Songjiang Xinbang Countryside Unit Planning

郊野单元规划是根据所在镇(街道、乡)国民经济和社会发展要求,对集中建设区外郊野地区的用地规模和结构布局、生态建设和环境保护等所作的一定期限内的综合部署和具体安排;是落实集建区外现状建设用地减量化任务的实施规划;是指导集建区外土地整治、生态保护和建设、村庄建设、市政基础设施和公共服务设施建设等规划编制和土地管理工作的依据。梳理了郊野地区现有的规划并分析了郊野地区存在的问题和发展导向,结合松江区新浜镇郊野单元规划实例,总结了目前上海郊野单元规划的作用、意义和主要内容,提出了郊野单元规划需要继续深化研究的方向。

Countryside unit planning is based on the requirements of national economic and social development of the town （street, village ）, and it is comprehensive and specific arrangements for countryside area, which is outside the centralized construction area, about land scale and structure layout, ecological construction and environmental protection within a certain period of time, Countryside unit planning is also implement plan for current construction land quantify reduction task, and it is the basis of planning compilation and land management work for land renovation, ecological protection and construction, the village construction, municipal infrastructure and public service facilities construction. This paper reviews the countryside planning and analyzes the problems and the development orientation in countryside area. Combining with the countryside unit planning of Songjiang Xinbang, it sums up the function, significance and main content of current Shanghai countryside unit planning, and proposes the direction which needs to be continuously researched on.
